Can a Whistleblower Become a CHIS?

Whistleblowing and Covert Human Intelligence Sources (CHIS) are not normally things that you would expect to see discussed together. A whistleblower is generally someone who has information about wrongdoing and decides to report it, often because they believe that something needs to be investigated or put right.
A CHIS, on the other hand, is someone who establishes or maintains a relationship for a covert purpose, uses that relationship covertly to obtain information or provide access to information, or covertly discloses information obtained through that relationship.
What Makes a Good Investigator?

When people talk about investigation, the conversation often focuses on evidence. What evidence do we have? What evidence do we need? Where can we find it? How do we secure it and how do we present it?
All of those questions are important, but finding evidence is only one part of being a good investigator. Investigation is about understanding what you are trying to establish, identifying what you know and, just as importantly, what you do not know, assessing the information available to you and making reasonable decisions about what needs to happen next.
